Customs · Controls
You cannot simply import a file, accept a flag and turn it into an HMRC claim. Authority, paid amounts, evidence and human review control the route forward.
01 / The boundary
Rules and assisted outputs can be wrong or not fit the facts. They are never treated as final conclusions and cannot submit themselves to HMRC.
02 / Control matrix
The application blocks unauthorised, unsupported or nonsensical work from becoming operational output.
| Gate | Required state | What remains blocked | Why it matters |
|---|---|---|---|
| Source provenance | Imported or API-backed declaration facts retain their identifiable source. | Unsupported reliance on manually re-created source facts. | The user can distinguish HMRC/CDS-derived facts from later manual input. |
| Client and EORI | Declarations matched to an authorised client with the correct importer EORI. | Analysis of unmatched test data or the wrong importer population. | Every investigation starts in the right legal and client context. |
| Authority | Required authority or representation status recorded and signed off. | Finalising HMRC-facing work or progressing controlled claims. | Possessing declaration data does not itself authorise action. |
| Paid amount | Customs duty or import VAT has actually been paid on the declaration. | Creation of a draft recovery claim where nothing exists to recover. | Prevents nonsensical and unsupported claim workflows. |
| Human conclusion | A user reviews the automated output, records the assessment and explicitly signs it off. | Automatic conversion of a rule result into a finding or submission. | Professional judgement remains accountable and auditable. |
03 / Human in the loop
Munire Customs gives the professional user leverage across large declaration populations without allowing automation to take ownership of the legal or technical conclusion.

Connect the declaration, documents, commercial background and customs treatment before deciding what the result means.
Record who decided, what they concluded, the evidence relied upon and the downstream route authorised.
